Layer a PDF over another with adjustable opacity

Place a one-page approval template on a report

A seven-page inspection report needs the same one-page approval layer over every page. Place the report first and the single-page layer second. Start at 50 percent opacity. Look for opaque white artwork in the layer that weakens the report before increasing opacity.

Can I apply one letterhead to every page?

Yes. Use a one-page PDF as the second file and inspect the opacity and placement.

Do both files need the same number of pages?

Only when the overlay has more than one page.

Control the layer order

The first file defines the page size and background artwork. The second is fitted proportionally on top. A single-page overlay repeats across the base document; a longer overlay must have the same page count. Reorder the input files if their roles are reversed.

Use appropriate overlay artwork

A PDF page can contain an opaque white rectangle even if it looks like blank paper. At high opacity that rectangle may cover the base. This tool does not automatically remove backgrounds. Both documents are embedded as page artwork; forms, annotations and navigation are not carried over.

Check first, middle and last output pages for covering white backgrounds, shifted labels and alignment. Output page count should match the base.

White page artwork can obscure the base

The overlay must have one page or the same page count as the base. Forms, annotations and navigation are not transferred.

The base disappears behind a blank-looking layer

The upper PDF contains a white painted background. Lower opacity or prepare suitable transparent artwork in its authoring application.
