Put the cover sheet first, supporting information next and appendices last. The file list controls the order of whole documents. If you need to interleave individual pages, use Organize PDF instead. The double-sided option inserts a blank page when needed so the next document starts on a right-hand page.
Pages are copied into a new PDF without turning them into pictures. Different page sizes can coexist in the result. Review forms, bookmarks and links after combining documents because document-level features may not transfer exactly. Keep the source files if you need to edit or verify them later.
